In 1990 Tutsi refugees in Uganda fought with the army leaving one million people displaced. A cease-fire & amnesty led the way to multi-party democracy by 1992. Attempts at reform were shattered in 1994 when the Hutu presidents of Rwanda & Burundi were killed when their plane was shot down on their return from a peace conference. This led to one of the bloodiest civil wars in history. Over one million were killed & 3 million fled the country. Rwanda remains unstable. [BM] {UA}
