In the late 1960's Omar Torrijos Herrera became the ruler of the country. Under Herrera a new constitution was drafted. The sudden death of Herrara left the coutry in the hand of Manuel Noriega. Noriega was to become a dictator. Noriega's rule ended when he was convicted on narcotics charges in Miami. Panama remains politically unstable & has agreed to allow a continuing U.S. presence past 1999. The present leader, Balladares, has promised an improved economy. [BM] {UA}
