Price Ceilings limit the price of a commodity. Ceilings enable more people to buy commodities but have the negative effect of creating shortages of commodities. For instance, Rent Control limits rent prices. There is little incentive for landlords to expand their business if they are unable to maintain reasonable profits. In Toronto there is a shortage of apartment currently because of rent control. [JP] {EC}
